163rd Ave – Sante Fe to Jomax Road Widening & Reconstruction

We’re making major infrastructure improvements along 163rd Avenue to support continued growth, improve traffic flow, and address long-standing drainage challenges in the area. This project builds out 163rd Avenue to three lanes in each direction from Santa Fe Drive past Jomax Road, creating a safer and more efficient corridor for residents, commuters, and future development.

Key Improvements Include:

  • Widening 163rd Avenue to six lanes (three in each direction) from Santa Fe to north of Jomax Road
  • Installing six new traffic signals, including a full intersection buildout at 163rd Avenue and HVR Road
  • Upgrading the intersection at 163rd and HVR from a stop sign to ultimate configuration, tying into nearby Lennar housing development
  • Constructing a new 16-inch waterline on the north side of Jomax Road
  • Installing additional storm drain to improve drainage on the existing and future roadway
  • Building two new box culverts and widening/extending four existing culverts to reduce flooding risks in this flood-prone area
  • Relocating streetlights from the median to the outside lanes to meet new city standards (in partnership with APS and OMNI)
  • Implementing intelligent transportation systems (ITS) and conduit along 163rd Avenue –extending north to Jomax and south beyond the project area
  • Completing and tying in Country Club Road, replacing the previous 162nd Avenue connection

These improvements are designed to support continued growth, reduce congestion, and provide critical infrastructure to handle current and future demands.

163rd Ave & Jomax Road – Traffic Interchange

The Jomax Road intersection was once a stop-controlled, rural road with just one lane in each direction. To improve traffic flow and accommodate future growth, this project widened and reconstructed the roadway, creating a more efficient and safer intersection for all users.

Key Improvements:

  • Expanded Capacity: Two through-lanes in each direction
  • Enhanced Traffic Flow: Dedicated left-turn lanes for all four approaches
  • Optimized Right-Turn Access: Increased storage length for the existing right-turn lane on the west leg of Jomax Road
  • Advanced Traffic Signals: Installation of a mix of ultimate and interim signal equipment to manage traffic more efficiently
  • Improved Drainage: New drainage inlets and temporary retention basins to handle stormwater effectively
  • Utility Adjustments: Coordination with private and public utilities, including streetlight relocations

This phase delivered a smarter, safer, and more efficient intersection, ensuring a smoother commute while preparing for future growth.

SR Loop 303 & US 60 – Traffic Interchange

What started as a simple stop sign nearly 10 years ago has evolved into a significantly improved interchange. Originally, traffic had to pull off and pass under a bridge, but today, it’s a half interchange with expanded capacity.

Before: Two lanes in both directions
Now: Three lanes each way, a large median, and the ability to expand to five lanes if needed

Upgrades:

  • Widened the bridge to the east using a combination of four different types of bridges
  • Added new on- and off-ramps
  • Expanded US 60 under the 303 from two to three lanes in each direction
  • Coordinated with BNSF Railway and APS for power line adjustments

This phase marked a major step forward in improving traffic flow and future-proofing the corridor. This award-winning project was a collaborative effort! Haydon worked closely with the City of Surprise and ADOT to bring this vital infrastructure upgrade to life.

SR Loop 303 & El Mirage Rd. – Traffic Interchange

Before this project, the Loop 303 seamlessly carried two lanes in each direction – until it hit El Mirage, where traffic funneled down to just one lane in both directions. There was no bridge, no on- or off-ramps—just open land. That all changed with this major infrastructure upgrade.

What We Delivered:

  • A Brand-New Bridge: Designed and built from the ground up, improving connectivity and traffic flow
  • Expanded Capacity: Eliminated the bottleneck by extending three lanes in both directions
  • Efficient On- and Off-Ramps: Making access easier and safer for drivers
  • Massive Earthwork: Excavated over 300,000 cubic yards of dirt from the flood district to elevate and stabilize the roadway

This phase, in collaboration with the City of Surprise and ADOT, was more than building a bridge – it was about building a better, more connected future for the entire region.

Happy Valley Rd. & El Grenada – Rancho Mercado New Build

What was once empty desert is now a thriving, well-connected corridor. In partnership with the City of Surprise and William Lyon Homes, we transformed this area from untouched land into a fully developed roadway, supporting new housing, essential utilities, and a key thoroughfare for the community.

Highlights:

  • Brand New Roadway: Built an extension of Happy Valley Road from El Granada to 145th Avenue, transforming empty desert into a vital connection
  • Critical Utility Upgrades: Installed a large water main beneath Happy Valley Road, tying into a brand-new water treatment plant
  • New Bridge Over Beardsley Canal: Partnered with Maricopa Water District to construct the bridge while installing a sewer line and two water lines underneath
  • Major Drainage Improvements: Built a 1,000-foot box culvert along 145th Avenue between Happy Valley Road and Chama Drive to improve flood control
  • Enhanced Neighborhood Access: Constructed 147th Avenue, now a key connection between Jomax and Happy Valley Road, improving access to Rancho Mercado
  • Flood Protection: Constructed a screen wall to safeguard the area and infrastructure from potential flooding

This phase laid the foundation for future growth, improving infrastructure, and creating a more connected community.
